Paragraph 11 should read

11. Stresses that legislation affecting the activities of individuals, groups and

organs of society engaged in the promotion and protection of human rights and its

application must be consistent with the States’ obligations under international human rights

law, including the International Covenant on Civil and Political Rights and the International

Covenant on Economic, Social and Cultural Rights, and guided by the Declaration on the

Right and Responsibility of Individuals, Groups and Organs of Society to Promote and

Protect Universally Recognized Human Rights and Fundamental Freedoms, and in this

regard recognizes the urgent need to review and amend policies or legislation that are

inconsistent with international human rights law;
