The General Assembly, in its resolution 70/148, reaffirmed that States must ensure
that any measure taken to combat terrorism complies with their obligations under
international law, in particular human rights, refugee and humanitarian law, and called upon
States countering terrorism to fully comply with their obligations under international law.
The Assembly requested the Secretary-General to submit a report on the implementation of
resolution 70/148 to the Human Rights Council and to the Assembly at its seventy-second
session. In that regard, the Secretariat has the honour to refer the Council to the report of
the Secretary-General on protecting human rights and fundamental freedoms while
countering terrorism, submitted to the Assembly pursuant to that request (A/72/316).
