Technical cooperation for the prevention of attacks against persons

with albinism

The Human Rights Council,

Guided by the purposes, principles and provisions of the Charter of the United

Nations,

Reaffirming the Universal Declaration of Human Rights, and recalling relevant

international human rights treaties, including the International Covenant on Civil and

Political Rights, the International Covenant of Economic, Social and Cultural Rights and

the Convention on the Rights of the Child,

Reaffirming also that everyone has the right to life, liberty and security of person

and that no one shall be subjected to torture or to cruel, inhuman or degrading treatment or

punishment,

Recalling the fundamental principle of equality and non-discrimination that

underlies the Charter and international human rights instruments,

Reaffirming the right to health and education as enshrined in the Universal

Declaration of Human Rights and relevant international human rights treaties,

Taking note of the work of the Special Representative of the Secretary-General on

Violence against Children,

Bearing in mind Human Rights Council resolution 23/13 of 13 June 2013,

Expressing grave concern at the attacks against persons with albinism, including

against women and children, which are often committed with impunity,

Welcoming the steps taken and the efforts made by the countries concerned,

including the initiation of legal action against perpetrators of attacks against persons with

albinism, public condemnation of attacks against persons with albinism, and public

awareness-raising campaigns;

Noting with appreciation the preliminary report on persons with albinism submitted

by the United Nations High Commissioner for Human Rights pursuant to Human Rights

Council resolution 23/13,

Inviting the human rights treaty bodies and special procedures of the Human Rights

Council to continue to give attention, within their respective mandates, to the situation of

human rights of persons with albinism,

Calling upon States to ensure accountability through the conduct of impartial,

speedy and effective investigations into attacks against persons with albinism falling within

their jurisdiction, and to bring to justice those responsible, as well as to ensure that victims

and family members have access to appropriate remedies,

Convinced of the need for effective action to combat and eliminate attacks against

persons with albinism and to adopt specific measures to protect and preserve the rights to

life and to security of persons with albinism, as well as their right not to be subject to

torture and ill-treatment,

1. Requests the Human Rights Council Advisory Committee to prepare a study

on the situation of human rights of persons living with albinism and to submit a report

thereon to the Human Rights Council at its twenty-eighth session;

2. Decides to continue its consideration of the matter under the same agenda

item at its twenty-eighth session.
